Start by peeling and grating the potatoes into a large bowl.
Add chopped chives, flour, salt, and water to the bowl, mixing until everything is well combined. The mixture should be somewhat thick.
Heat 1 tablespoon of oil in a non-stick skillet over medium heat.
Once the oil is hot, scoop about 1/4 cup of the potato mixture into the skillet. Flatten it slightly with the back of a spatula.
Cook for about 4-5 minutes or until the underside is golden brown and crispy, then flip and cook for another 4-5 minutes.
Add more oil as needed for additional pancakes.
Serve hot with your favorite dipping sauce, such as soy sauce or a spicy chili sauce.
