Preheat your oven to 300 degrees Fahrenheit (150 degrees Celsius).
Rinse the beef brisket under cold water and pat it dry with paper towels.
In a small bowl, mix salt, black pepper, garlic powder, onion powder, and paprika to create a seasoning rub.
Rub the spice mixture all over the brisket, ensuring it's well-coated.
In a large oven-safe skillet or roasting pan, heat olive oil over medium heat. Once hot, sear the brisket for 4-5 minutes on each side, or until browned.
Remove the brisket from the skillet and set it aside. In the same skillet, add chopped onion, carrots, and celery, cooking for 5 minutes or until softened.
Place the brisket on top of the vegetables, then add the beef broth and bay leaves. The broth should cover about half of the brisket.
Cover the skillet with a lid or tightly with aluminum foil, and transfer it to the preheated oven.
Roast for 2 to 3 hours, or until the brisket is fork-tender. Check the brisket halfway, and if needed, add more beef broth to keep it moist.
Once done, remove the brisket from the oven and let it rest for 20 minutes before slicing against the grain.
