Start by gathering all your ingredients.
Cook the rice according to package instructions; it typically takes about 20 minutes.
While the rice is cooking, slice the beef into thin strips, about 1/4 inch thick.
Chop the bell pepper, carrot, onion, and green onion.
Minced the garlic.
In a large skillet or wok, heat 1 tablespoon of vegetable oil over medium-high heat.
Add the sliced beef to the skillet and sprinkle with black pepper. Stir-fry for about 3-4 minutes until browned. Remove the beef from the skillet and set aside.
In the same skillet, add the remaining tablespoon of vegetable oil, then add the garlic, onion, carrot, and bell pepper. Stir-fry for about 5 minutes until the veggies are tender.

Next, add the cooked rice, soy sauce, and the beef back into the skillet. Mix everything well and stir-fry for an additional 3-4 minutes until heated through.
Finally, garnish with chopped green onion before serving.
