While the gelatin blooms, in a large mixing bowl, beat the cream cheese with an electric mixer until smooth and creamy, about 2-3 minutes.
Gradually add the powdered sugar and vanilla extract, continuing to beat until well combined, about 1-2 minutes.
In another bowl, whip the heavy cream on medium-high speed until stiff peaks form, about 3-5 minutes.
Microwave the bloomed gelatin for 10-15 seconds until melted, then allow it to cool slightly before adding it to the cream cheese mixture.
Gently fold the whipped cream into the cream cheese mixture in three additions until fully combined and smooth. Be careful not to deflate the whipped cream.
Spoon the mousse into serving cups or bowls and refrigerate for at least 2 hours to allow it to set.
