Cook the chow mein noodles according to the package instructions, usually about 3 minutes until al dente. Drain and set aside.
Thinly slice the beef against the grain.
Heat 1 tablespoon of vegetable oil in a large pan or wok over medium-high heat. Add the beef slices and stir-fry for about 3-4 minutes until browned and cooked through. Remove from the pan.
In the same pan, add another tablespoon of vegetable oil. Add minced garlic and diced bell pepper, cooking for about 2 minutes until slightly softened.
Add thinly sliced carrot and green onion. Stir-fry for another 2 minutes.
Add the cooked noodles to the pan, then return the beef to the pan.
Pour in 3 tablespoons of soy sauce, and toss everything together for about 2 minutes to combine and heat through.
Finally, add the bean sprouts and stir-fry for another minute. Serve hot!
