Rinse 1 cup of rice under cold water until it runs clear and soak it in water for about 30 minutes.
In a large saucepan, bring 4 cups of milk to a boil over medium heat, stirring occasionally to prevent sticking.
Add the soaked rice (drained) to the boiling milk. Cook on low heat and stir frequently for about 15-20 minutes until the rice is cooked and the mixture thickens.
Stir in 3/4 cup of sugar and continue to cook on low heat for an additional 5 minutes.
Add 1/4 teaspoon of cardamom, a pinch of saffron (soaked in a tablespoon of warm milk), and mix well.
Remove from heat and let it cool. The kheer will thicken as it cools.
Before serving, garnish with 1/4 cup each of raisins and cashews.
