Start by marinating the beef. Combine yogurt, olive oil, salt, pepper, paprika, cumin, and minced garlic in a bowl. Rub this mixture over the beef and let it marinate for at least 1 hour, preferably overnight in the refrigerator for deeper flavor.
Preheat your oven to 300°F (150°C).
In a large Dutch oven or oven-safe pot, heat a tablespoon of olive oil over medium heat. Add sliced onions and sauté until they are soft and translucent, about 5 to 7 minutes.
Add the marinated beef to the pot, searing it on all sides for about 15 minutes. This step will enhance the flavor by creating a lovely brown crust on the beef.
After searing, add diced tomatoes and water to the pot. Toss in bay leaves, stirring to combine all ingredients.
Cover the pot and transfer it to the oven. Let it cook slowly for 2 to 2.5 hours, or until the beef is tender and easily shreds with a fork. Check occasionally and add more water if necessary to keep the beef moist.
Once cooked, remove the pot from the oven. Let the beef sit for about 10 minutes before slicing or shredding.
Serve your Kuzu tandır with rice or flatbread. You can garnish with fresh herbs like parsley if desired.
