Begin by soaking the rice in water for about 30 minutes to soften. Drain the water afterwards.
In a pot, melt 2 tablespoons of ghee over medium heat. Add the beef and sauté it, cooking for about 10 minutes until it is browned.
Add the soaked rice to the pot with the beef, and stir it to combine for a couple of minutes.
Pour in 4 cups of milk and bring the mixture to a gentle boil. Lower the heat and let it simmer for 20 minutes, stirring occasionally to prevent sticking.
After 20 minutes, add 0.5 cups of sugar, 0.5 teaspoons of cardamom, and the saffron to the mixture. Continue to simmer for an additional 10 minutes.
Add 1 tablespoon of rose water and mix well. Taste and add more sugar if desired.
Once everything is well incorporated, remove from heat and let it cool down for a few minutes.
Serve the kheer in bowls, garnished with sliced almonds.
